The Washington Nationals have made another major addition to their front office as the offseason rebuild continues for the team. According to Joe Doyle of Over-Slot Baseball, the Washington Nationals have hired Justin Horowitz from the Pittsburgh Pirates to serve as an assistant general manager. The move adds another respected evaluator to Washington’s growing baseball operations department.

Horowitz has earned recognition across the league for his sharp eye in amateur scouting. He joined the Pirates two years ago from the Boston Red Sox and helped lead two strong draft classes in Pittsburgh. Under his guidance, the Pirates selected top prospect Konnor Griffin ninth overall in 2024 and prep right-hander Seth Hernandez in 2025, now ranked among the organization’s top three prospects.

Those selections helped transform Pittsburgh’s pipeline—MLB Pipeline ranked their farm system ninth overall this August, up from 20th a year earlier.

Before joining the Pirates, Horowitz spent nearly a decade with the Boston Red Sox, where he developed close ties to Toboni. Starting as a baseball operations intern in 2012, Horowitz rose through the ranks to become a special assistant in the amateur scouting department. His journey included roles as area scout, crosschecker for special projects, and assistant in amateur and international scouting. The two worked together in Boston for nine years before Toboni’s move to Washington in 2024.

Now, Horowitz reunites with his former colleague in the nation’s capital, bringing with him a reputation for identifying and developing young talent. His drafting success—highlighted by Griffin, now baseball’s No. 1 overall prospect, and Hernandez, ranked No. 27—shows why this hire is being viewed as another significant step in the Nationals’ organizational rebuild.
